La loi impose des ombrières photovoltaïques sur les grands parkings extérieurs (plus de 1 500 m²), avec des échéances déjà en cours jusqu'en 2028. Pour une petite commune rurale, cette obligation suppose un montage juridique, technique et financier qu'elle n'a ni le temps ni l'expertise de conduire seule — et les parcs concernés sont souvent trop petits, pris isolément, pour intéresser un investisseur.
French law now requires solar canopies on large outdoor car parks (above 1,500 m²), with deadlines already running through 2028. For a small rural municipality, meeting this obligation means a legal, technical and financial process it has neither the time nor the in-house expertise to run alone — and, taken individually, the sites involved are often too small to attract an investor on their own.
